Lawton Memorial Library Board Meeting 

       Regular Board Meeting

Tuesday, March 17, 2020

                   

*6:15 p.m. Chair Barbara Melvin called the meeting to order. Roll call was taken with all board members present: Melvin, Gail Muller, Georgia Everson, Donna Niles, Gwendolyn Hatfield, Carol Persons (via Skype), and Kimberly Walker. Also present was Interim Librarian Rebecca Hooker and Dr. James DeLine.      

             

*Verification of posting at the Bank, Post Office, and Village Office on March 16, 2020 was given.          

  

*Hatfield moved, Niles seconded to approve the minutes as written from the following meetings: January 28, 2020; February 8, 2020; March 5, 2020; March 12, 2020, and a second meeting on March 12, 2020. (Carried).

 

*Financial report: Reviewed the report from 1/1/2020 thru 3/17/2020. The remaining balance is $75,490.04. Of this amount, $2,092.84 is resource grant funds, $564.63 Gates grant funds, and $1,184.50 CROPP grant funds. This leaves an operating budget of $71,648.07. The savings account has $17,350.94, plus the 2 CD’s of $3,884.66 and $9,456.60. Muller moved, Hatfield seconded to approve the financial report. (Carried).    

 

*Statistical Report: Becky reviewed the statistic numbers for the various categories. She mentioned WISCAT has suspended all deliveries.  

 

*Friends Update:   

**They’re cancelling their April plans for National Library Week, due to the coronavirus situation. The summer music is planned but will see what happens when that time comes.

 

*Business:

**Pandemic procedures, closing, cancelling, extra cleaning: 6:25 p.m. Dr. DeLine attended to help on any ways to communicate. He said he’s amazed and impressed on how hard everyone’s been working to be prepared. He’s been thinking about the library “older” workers and a little concerned with where kids would go. Things are changing daily with the government, so he wanted to be available to help. Hopefully we can keep people safe. Not clear on what’s coming and how long it will be. He explained what the clinic is doing and how they’re handling patients.

 

*Becky handed out a notes sheet, with services we could continue to provide if closed and how to get info to the patrons/public. Discussed the drop box for returning materials. As long as we wipe things, then place them on a table/shelf for 48 hours before re-shelving, it should be okay. And will continue to have Nancy Green clean. Will leave it up to Becky to work with her on this.            

    

*The board felt we needed to be closed. We will keep the drop box open. Deliveries are coming in tomorrow, and Becky will contact people to let them know to pick up their items at the entrance door. This will keep the spike of infection lower. Everyone else is closing. The entire system is suspending fines and delivery service won’t resume until the library is open. On Facebook, Allison Benson and Leslie Nemec are offering help to people. Carol contacted them, and they will help to download books for people, etc. Everson moved, Hatfield seconded for the Library to be closed as of tonight, and people will be contacted if books come in from WRLS, and that we meet them at the door to deliver the books/materials. (Carried). The board thanked Dr. DeLine and appreciated his advice and opinions.     

  

**Computer for Security Camera Use: The current computer Police Chief Jonathon Brown uses to check incidents at the library and park is extremely slow. It has even frozen up. WRLS technician Tou Yang said there’s a problem with the firewall and recommended we get another one to use just for this. Since the village uses this for the park, we could share the cost. A quote was received for $447 for the computer, a mouse, and keyboard. No monitor, which the library already has. Hatfield moved, Niles seconded to buy this computer and split the cost with the village (Carried). Becky will get it ordered and it will be paid from the library miscellaneous account.      

 

*Directors Report:       

**Becky will come in this Wednesday and Friday to take care of the book orders. Then she asked what the board wanted her to do. Some things need done. Hatfield moved, Niles seconded to let Becky use whatever time she needs to get things done. She can use her own judgement. (Carried).

**Becky said things are going fine. It’s been busy, but she’s kept up with items. No major issues. Storytime was pulled on the request of a patron.

**Becky will put out notices the library is closed as of 6 p.m. this evening, with pickup of materials this Wednesday and Friday. All programming is cancelled/suspended until further notice.  

 

*Public comments: None.  

 

*The next meeting was scheduled for April 20, 2020, at 10 a.m. This is a special meeting to touch base to see how things are going.     

               

*Niles moved, Hatfield seconded to convene into closed session, in accordance with Wisconsin State Statutes section 19.85 (1)(c), for consideration of hiring a candidate for the Library Director position. (Carried).

       

*Hatfield moved, Everson seconded to hire Rachel Clift as the new Library Director. If she doesn’t accept, will offer the position to our next choice of Robin Brox. (Carried).

 

*Gave Rachel a call. She answered and was offered the job, with the salary of $19.50 per hour, and benefits as discussed with her at the interview. The board asked her to get back to us by this Friday with her answer.

 

*Muller moved, Niles seconded to adjourn. (Carried). Adjourned at 8:42 p.m.
