Lawton Memorial Library Board Meeting 

               Regular Board Meeting           Tuesday, July 23, 2019


*7:30 p.m. Meeting was called to order by Chair Barbara Melvin. Roll call was taken with board members Melvin, Gwendolyn Hatfield, Donna Niles, Carol Persons, Georgia Everson, and Kimberly Walker present. Absent was Gail Muller. Also present was Librarian Rita Wachuta-Breckel. The meeting was held at the home of Georgia Everson, as this is Rita’s last board meeting since she’s retiring August 30th. A party and potluck dinner were held in her honor before the start of the meeting.             


*Verification of meeting posting at the Bank, Post Office, and Village Office on July 22, 2019 was given.            


*Persons moved, Niles seconded to approve the minutes as written from the following meetings: May 21, 2019; June 28, 2019; July 9, 2019; July 11, 2019, July 15, 2019; and July 22, 2019. (Carried).


*Financial report: Reviewed the report from 1/1/19 to 6/30/19. The remaining balance for 2019 is $49,001.56. Of this amount, $2,256.68 is resource grant funds, $564.63 is Gates grant funds, and $1,184.50 is a grant from Organic Valley (CROPP). This leaves an operating budget of $44,995.75. The savings has a balance of $17,342.20, plus the 2 CD’s of $3,857.68 and $9,397.29. Hatfield moved, Everson seconded to approve the financial report. (Carried).   


*Statistical Report: Rita reviewed the statistics. Circulation jumped in May but went back down in June. Looked over the numbers on the Interlibrary loans, Mahjong, Book Discussion, Twisted Stitchers, Summer Library Program, and Toddler Storytime, which is taking off great.               


*Friends Update: The first Music in the Park was very successful. They have one more August 26th. And a few “Friends” have been helping with the landscaping around the library.


*Directors Report:    

**Rita thanked everyone for the privilege of being the Librarian. It has meant a lot to her. She said thank you, thank you!!!   

**Had water in the library again! Need to put our heads together to solve this. It seems to be two-fold. It comes in under the door and where the old and new building meets. For now, will ask the village for some sandbags to put in the corner until we can figure something out. Also, look at doing something with the trench out there. Will talk with Wayne. If we need to take some money from the savings to fix it, we will.

**The firm, Tesla was here today to work on an estimate for solar battery backup. Something to consider was instead of putting it in the furnace room, to mount it on the wall above the computers. It’s approximately 45” X 27” X 6” deep. They also offer training to employees. The board felt this was good, along with village workers and fireman knowing how it works. There are still 2 more bidders on this.     

*Received a request from Wade Lawler to use the community room for a meeting with people interested in being a go to team in the community for disasters, and there could be a political element with this. The village is also working on plans right now for this sort of thing, so the board felt he should talk to the village first so there’s no duplication. The board said no.     



**By-Laws and Policies Approval: Carol and Donna have been working on these. They took policies out of the bylaws and added them to the policies and added a Conflict of Interest section. And for officers, the library board is to elect a chair in May, not the village board (according to State Statutes). On the Policies, there are notations of when they were revised and when adopted. Hatfield moved, Everson seconded to accept the bylaws and library policies as written. (Carried). Thanked Carol and Donna for doing a good job.


*Discussed the library director job description part concerning the director hiring all assistants, subs, and volunteers. Need more clarification on this, so it was decided to contact Kristen at WRLS.     


*New Director Search: Offered it to Carrie Marron. She was disappointed in the first wage offer and we have called her back with our 2nd offer. Still waiting to hear back from her.    


*Community Retirement celebration for Rita: Gwen felt the community would like one. She has been thru a lot with the building addition, water problems. etc. Rita was reluctant, but agreed to Wednesday, August 28th. Rita will also be attending the Friends last Music in the Park on August 26th. The Friends group will help set this up. Both will be advertised to give people a chance to come to one or both.  


*Public comments: Carol expressed her thanks to Barb and Kim for all their work during this library director hiring process. And there is a trustee training webinar August 12-16. There is one session each day that week, scheduled from 12:00 – 1:00pm. on different topics. Need to sign up if interested.  


*The next meeting was scheduled for October 3, 2019, at 6:15 p.m. (Budget time).

               Special Board Meeting          Tuesday, July 30, 2019


*Chair Barbara Melvin called the special meeting of the Library board to order at 5:00 p.m. at the Lawton Memorial Library. Roll call was taken with all board members present: Melvin, Gail Muller, Donna Niles, Georgia Everson, Carol Persons, Gwendolyn Hatfield, and Kimberly Walker.               


*Verification of meeting posting at the Bank, Post Office, and Village Office on July 26, 2019 was given.            


*Hatfield moved, Muller seconded to convene into closed session, in accordance with Wisconsin State Statutes section 19.85 (1)(c), for consideration of hiring a candidate for the Library Director position. (Carried).    

                                   ***CLOSED SESSION***


*Niles moved, Everson seconded to return to open session. (Carried).


*Hatfield moved, Persons seconded to hire Jessica Slaney as the new Library Director. (Carried).


*Muller moved, Hatfield seconded to adjourn. (Carried). Adjourned at 5:45 p.m.
